I think they should have made the final battle with Shiro Epic... like you know, Final fantasy esque, with the scenery becoming destroyed and he growing into a giant 1 winged guy who summons meteors to destroy you...err...or maybe not.
Although I do think they could have done a LOT more with the Shiro battle though, really make it feel like you're fighting for the salvation of Canthan.
My suggestions:
Keep the first part as current, however, after you defeat him in this form, he changes into a much larger more demonic form, with 8 arms, each arm carrying the weapon of a different profession. Meanwhile, the scenery around the area you're fighting in will erupt in flames with buildings toppling over and etc.
Now, each arm will have its own separate target, and each arm will use different attacks.
Warrior Arm: Carries a sword, if you get close to him, he'll use an attack that will do AoE damage and knockdown on his immedate area.
Monk Arm: Carries a glowing staff, Will use a heal spell on the other parts of the body.
Elementalist Arm: Carries a Flaming sceptor, will use a spell with a 3 second cast time that causes a patch of ground to explode in damage, knocking down and dazing everyone caught in it. There's a startup animation for the area that its targetting, so you have to pay attention.
Ranger Arm: Carries some kind of projectile shooter, will shoot an arrow into the sky that showers arrows on a given area, causing crippling+bleeding on everything it hits.
Mesmer Arm: Carries a chakram, causes a region in the arena to become a very large chaos storm, sapping energy and causing degen.
Necro Arm: Carries a bone staff and will reanimate the corpses around the arena into flesh golems. He has no limit on flesh golems.
Assassin Arm: Carries his long dagger, allows him to shadowstep around the arena.
Ritualist Arm: Carries an urn of ash, dropping it makes him gain a 90% chance to evade attacks and +50 AL for 60 seconds, and also doubles his damage.
In addition to those parts, he'll have the legs and the body that you can target. While he's moving around, melee characters will not be able to hit his arms or his chest (he's going to be huge). So you have to attack his legs, which will cause him to drop to the ground. Now, 2 of his arms will be covering his chest, but you can attack all 8 arms at this point.
After about 30 seconds, he'll get up, but if you destroy 2 arms, his chest will be exposed, and you can attack that. He'll regrow lost arms a a rate of 1 each minute or so.
I'm thinking there will be environmental triggers you can do to do damage to him. For example, you can lure him close to a pillar, and then click on the pillar to drop it on him for some damage.
Personally, I feel that that'd be a much more epic way to finish off Factions, not the wimpy stupid Shiro that we kill in 20 seconds now.
