Best city to buy armor before getting 15k armor?

Just get the 1.5k stuff at Kaineg center....or if your talking about Prophecies then I would say Droknars forge armor is first max armor you will come too. The only differences in armors further in game when you get to Cavalon or House zu Helzter is just looks. By the time you make it that far you might as well wait for the 15k stuff.

if you have both chapters but are playing a prophesies character, kaineng center is still the first max armor you can get to. just catch the boat from LA.

The armor costs ~50 materials a peice (75 for chest, 25 for boots, helm and gloves, 50 for legs) on top of a few rare materials a peice, and 1.5k gold a peice.
All in all, you can expect to pay ~10k for a fully functional suit of armor, so make it last awhile (This is before buying multiple helms for different +1attributes, or buying runes for the armor)
15k Armor can end up costing you 100k for a set if you need extra peices for runes and such.

You misunderstood what you read.
15k armor isn't available on PVP-Only characters.
i.e.
You create a pvp-only character.
You roll your appearance and skills.
You pick what armor stats you want.
You don't get to pick a 15k armor look.

I'm not sure where it says you can't use it. What it probably says is you can't get 15k armor for a pvp only character.
