actually, 'The Mists' just means the Fissure of Woe and the Underworld.
I think the Elite mission isn't included yet, because there's a gate in the Chantry of Secrets which only opens when you have completed the game but there's nothing interesting behind that gate ^^

There is room for other dialogue options in the box, but I guess we can't see them because we don't have the offering to complete the "quest?" What else could the shrine of kormir in the chantry of secrets be? Its definately the one of the elite areas and the the guy says its not available to the public yet so that means they havent finished it.

Yes, they were. However, the controlling Alliances didn't open them to the public.

That likely has nothingt odo with the discussion.
The Guardian says that as Flavor text to not let people that havent finished the game into the area (where there is obviously a statue of a god that doesn't exist until you beat the game..so of course it "isnt ready yet" until you..b.eat the game)
I can logically assume this because of the dialogue of the Gaurdian AFTER you beat the game.
He says "This area is not yet ready for public access" but once you say "I'd like to pay my respects to Kormir" or w/e he says something like "Oh! then you already know of the statue of kormir, then go right ahead" which logically means that "not ready for public access" ISNT refering to "Anet hasn't put something into the game yet" but rather just story like "You shouldn't know of this statue until you beat the game and kormir becomes a god"
I'm not saying the area is in the game yet, it probably isnt, just saying that line of text probably has nothing to do with it being in the game yet or not, its just a way of keeping people that haven't beat the game out of the area (IE: The Guardian will still say that long after the area is actually added)

You missed the important part of what he tells you.
Once you've beaten the game, he continues to say that the area is not ready for public access, but allows you to 'Sneak a Peek' (his words) at what's behind the doors. If that doesn't imply the statue will eventually have some greater function, I'm a rotting Water Melon named Samantha!

but there is also the fact that there are keys in torment taht cant be used on any chests that exist yet

The physical size of the area added is not (always) directly proportional to the amount of work required to make the content. Sorrow's Furnace added a town, 2 full zones, 5+ (?) heavily scripted quests, and a mother load of bosses carrying greens (not including all the other stuff added in that update). The Canthan elite missions compare to perhaps 1 full zone, and a few quests. In other words, it can be the same size as one of the Canthan elite missions and still be 1/2 the work of the Sorrow's Furnace update.
