I forget which article it was in, but it was already stated that all 50 of the PvE only skills will not be class specific.
With that said, I cant wait to give my ranger those brass knuckles and start boxing my way through GWEN.

Yeah, they said that, but I'm not sure they'd put 50 unlinked skills in the game. Well, unless they're really lame. You saw when they first put the sunspear/kurz/lux skills in how people were concerned about people loading up with only those skills and how there should be some limitations. And they were limited with you only being able to take your class skills from the selections.
I don't think anet would put 50 skills in the game which are like the lb skills. LB gaze is awesome, and the signet is of specialised use. But with 50 skills, you could make a build out of it and not bother running profession skills. Don't think anet would want that. Though I suppose it would encourage faction grinding.
Yeah boxing will be cool. Though I don't think (and I don't think that you do either) that the boxing skills or minigame skills would be counted, since that'd be pretty lazy of anet. It'd be like counting the snowball arena skills or beetle racing skills, which they don't.

The skills are linked to titles, like dwarven, norn, asuran etc. Someones already text edited them and uncovered a few. They are far from lame.

They PvE skills will be skills we can use during the game not just polymock skills or boxing skill to only be used during games.
Also some of these skills will reveal some spoilers (summon Mursaat anyone?) so I strongly doubt we will see them listed before the game comes out.
Also there are 4 known factions we can benefit and learn PvE skills from. There may be a 5th. The known factions are Asuran, Norn, Dwarf, and the Ebon Vanguard (Ascalons finest).

2. so i dont waste time on skills useless to my class

There are many non-class specific skills I could imagine that would not unbalance the game. Skills like the lightbringer's aura effect could deal extra damage to a specific type of creature, without effecting others. Also limiting PvE only skills to effect only the caster/user of the skill and not targeting other teammates would effectively eliminate entire builds springing up around it (with exception of solo-farmers). Also they tend to balance energy/adrenalin costs and recharge times fairly well according to the skill's usefulness.
While I hope for more signets, I'd bet there will be fewer of those. They can also limit skill usage by disabling it and preventing forced recharge (like the Resurrection signet).
Skills can also have both positive and negative effects like "Attack 20% faster, move 33% slower while this enchantment is maintained". And let us not forget our old friend: Exhaustion.
The fact is, there are many options for the devs to keep the game balance in check. Remember, these skills are PvE only. The reason for that is simple: In PvE, you may find yourself in situations never faced by PvPers. You may be under attack from 30+ enemies at once. You may be split from your party and have to protect an NPC while inflicting damage on enemies. There are many unique scenarios that you would expect in a high-level PvE environment that simply don't apply to PvP, thus additional skills can allow them to deliver the advanced content without sacrificing the PvP game.
I expect skills to be more focused in this game, and require more "tactful" selection when setting your skill bar for a given mission. Let the generic builds die and force the advanced players to think their way through the game without spamming the same skills in every mission of the game. When I refer to generic builds, I'm talking about the lame necro who tries to play as an MM in every mission. The ele who only uses SF or MS and other fire skills and neglects their other attributes all togeather. By making these skills essential for success in various circumstances and forcing players in at least some situations to take 2 or 3 of them at a time, they might actually have to think about how they're setup.

oh really? huh last I knew (like... 3 days ago) no one had any way to decode the files that contained stuff like skill names, the factions they belong to, and if they are usable by players or not.... only textures and sound...

ah yes ive seen that post. but there is nothing to indicate that any of the skills are usable or really belong to factions right? its just a generic background with the skill name. and it would seem its not completely accurate in any case, when comparing the profession skills to the official list, at last in warrior skills *shrug*

Actually in one of the articles it says that after you complete all of killroy's boxing quests, you get a pair of brass knuckles and boxing skills to use wherever you want in pve.

Well let's put it this way, while some skills listed there might get left out, it's unlikely new ones will be added at this late a date.
Its obvious that some skills simply changed name too (critical diversity -> way of the warrior, since it lets you "diversify" into non-dagger weapons... heavy crush -> pulverising smash, since it combines heavy-weakness and crush-deep wound, etc.)

alright judging by the e3 jeff strain video I'd say its quite likely that all pve skills will have something to do with the dungeon crawl experience in some way.

No, they all have something to do with the faction you got them from. But some of them will have better application in dungeons. I dont forsee the dwarven boxing skills as being key to questing in the dungeons.
if you google search "Guild Wars eye of the north + previews" you'll get a tonne of previews many with different tid bits of info here and there. It's too annoying to catalogue them all and keep them referrenced.
