I think it is good. It gets rid of the "zomgzorz you r not teh sf? nub lulz" mentality, and tries to encourage other element use.

Making the other elements less crappy in comparisn would go a lot further towards this end.

True, but other elements have utility, fire does not. PvE is built around killing as fast as you can with the highest possible damage, which is fire. Utility rarely plays a part in this mentality. Thus, forcing use of the other elements might show people that the other elements can work in PvE, or atleast introduce them to it or something.
Edit: Adding fire level damage to attribute lines with utility would be a bad idea.

Right, but none of this stops me from taking 12 fire and mid spec in another element to get the best of both worlds.

Energy stops you Strangelove. Try mid specing in another element without an attunement in that line to help you out. I mean, you might be able to use like Maelstorm after GoLE, but try running fire and air at the same time. Blinding flash would drain your energy so fast without an attunement. Running ele attunement on the other hand would just waste your elite slot when you could do something more useful and just go all air. Heck, going 16 in air magic with invoke lightening would do more damage then your level 12 SF AND have a longer blind duration if you tried to duel spec.

I just want to state that the Destroyers have Ranger-like armor. Meaning, they are resistant to ALL elements, not just fire. I tried Winter but still did the same damage as fire. I'm guessing that air would be the best solution, with the armor penetration.

Nope. I tried them all. Only the Earth armor ignoring skills are good enough.
It seems that they want eles to use smitting prayers against Destroyers or something like that.

any ele worth their salt can switch elements at a moment's notice. if you can afford tormented fire weapons, surely you can afford to spend a few more plat on some craftable non-fire weapons? who knows, you might even like playing other elements.
i blew through every destroyer quest as a water ele, and zhed as an earth ele. blind + wards + snares + knockdowns + spike damage + aoe damage = gg destroyers. bring a SS necro too and they die SO fast, and your monks won't be pulling their hair out. dunkoro is already nearly bald, give the poor guy a break.
energy blast is also a nice spike skill to start off with, if raw damage is the only thing you're interested in - 130 armor ignoring damage.
