Hi, found encrypted charr battle plans {quest item} yet cannot find a quest anywhere for these. Anybody know anything about what they are used for ?

Nope, no one has any idea. Captain Langmar always says for you to bring her any Charr Battle Plans you should find, but doesn't react at all to you if you have the encrypted ones in your inventory.
