I don't think adding reputation scrolls to the rare scroll trader makes any sense because it would possibly add another grind to the game.
Think about it. Let's say Anet added reputation scrolls to the rare scroll trader. I see a couple of problems with this:
1. These scrolls would almost always be sold out, which would mean most people would have to gain reputation the original way anyway (quests, missions, getting shrine blessings, etc)
2. Even if the rare scroll trader had the scrolls in stock, they would be EXPENSIVE,meaning that you would have to go farm to raise the money to buy them.
Sure, you might get a reputation scroll drop from a boss, but that's not efficient. One would gain reputation faster from repeating quests and using shrines than using scrolls.
Besides, you can get a hero's handbook/dungeon handbook, do the missions/dungeons, turn them in, gain reputation, and repeat.
The reputation title tracks are somewhat of a grind as it is, imo. I say leave it as it is. That's my two cents.
