This might sound silly, but the Charr took over Drascir when they invaded Ascalon.
According to in-game lore the Tombs of Drascir allow access to the Hall of Heroes.

It's possible that the Charr compete in their own HoH games on the side.

I was thinking that too. Just for fun.
Replace the Zaishen group you fight first with Charr counterparts.
