I solo farmed more than 20 times this boss for the focus:

Never dropped, even in this 3x weekend.

I know how to farm greens, ended this weekend with 17 greens from solo runs, and with 2 friends we got at least 10 more.

When farming Alitta, I did 3-5 runs, no drop, then I went to another area, farm something else like Skullflayer of Bredyss or Shon, they dropped in 1-2 attempts.
Some bosses dropped even 2 consecutive times.
Did also a dungeon to avoid antifarming code.

Then went back to Alitta, 3-4 runs, nothing.
Fed up, returned to Bredyss or Skullflayer, green drop again at 1st try.

Anyway, this boss looks bugged.
When you have cleared the area, sent h/h away and approach the boss, Alitta just casts 3-4 hexes on you, thens starts running in circle for 20-30 secs, then eventually stops in a place and doesn't do anything, absolutely nothing. Stays there just waiting to be killed and drops some junk.

I'm just curious to know whether someone had a better luck then me.

Not that I tried that boss, however during the last 3x green weekend I decided I would get an Exuro's Will (a fairly common and easily farmed green) and a Saushali's Recurve Bow.

I had, at that time, gotten all the other greens I had wanted - to this day I have nearly all my heroes across several characters well equipped from that weekend. In the first day I had well over 15 greens.

I then spent the next two freaking days on mainly those two greens. I got somewhere around 5 other greens during that time - usually on the first to second try, but neither of those two. It wasn't until a few weeks after loot scaling was removed (and well over 40 runs after that) that I finally had Exuro's Will drop. I never got a Saushali's Recurve Bow but made the equivalent from salvaging other mods to put on a gold drop. That caused months of most of my ele heroes using the Insightful Spiritbinder because it was the "best" I could do without spending 10k/hero for crafter items.

I know that Exuro wasn't bugged - many people did MUCH better than 1 drop of his staff in over 80 runs (more than half of which during a triple drop weekend). I've also had a few more drop just goofing off since then - I only needed one Saushali's Recurve so I haven't bothered with it since then.

Is it bugged? I can't say "no" but I can - with a fair amount of authority - say that you haven't come close to having it bad on the ol' Green Drop Blues. I didn't bother with this weekends triple drop as I already have all the greens I need and nearly all I want. The few I want I didn't feel like clearing the dungeon in hopes of getting it either, too much other stuff to do that generate more enjoyment than grinding for a green item.

I didn't get a single green all weekend, although I didn't try to solo farm anything.

I was in a PUG farming Asura reputation points in Arbor Bay on saturday, and we killed this boss. That focus item did drop, but for another member of the team.

Killed it on my way to Tarnished Haven. One and only time I've killed it and got the green.
