The example with the IW (illusion weapon) is not really a comparison between weapons but truely only attack rate, which the fastest are Daggers, Axe, and Swords, all of which are 1.33 sec/hit (or .75 hit/sec).
Factoring in Critical Hits, based on the Wiki artical, http://gw.gamewikis.org/wiki/Critical_hit, the raw damage of the hammer will still be better than that of the axe or sword. However the axe does outperform slightly the sword, when taking in consideration critical hits.
For example a critical hit probability for a weapon attribute of 16 is approximately 23%. The damage of a critical hit, according to the wiki article, is the sqrt(2)*Max Damage of Weapon. So the average as well as the median for the Hammer will be greater than that of the Sword or Axe.
Also the triangular distribution I assumed for the range of weapon damage is probably more likely uniform, not triangular which slightly changes some of the subsequent analysis, but not conclusions. The Average DPS could be calculates simply as
Prob(crit Hit)*CritHitDmg + Prob(normal)*RawDmg = Dmg/hit
Dmg/hit*Hit/sec = average DPS
Hammer....0.23(sqrt(2)*35+0.77(27) = 32.17 Dmg/Hit
32.17 Dmg/hit(1/1.75 hit/sec) = 18.4 Average DPS
Sword......0.23(sqrt(2)*22+0.77(18.5) = 21.4 Dmg/hit
21.4 Dmg/Hit(1/1.33 hit/sec) = 16.1 Avg. DPS
Axe.........0.23(sqrt(2)*28+0.77*(17) = 22.2 Dmg/hit
22.2 Dmg/Hit (1/1.33 hit/sec) = 16.7 Avg. DPS
Based on the Critical Hit,this also suggests that if your weapon attribute was less than 10 (.15 critical hit probability) then the Sword would begin to outperfom the Axe in raw base DPS, but the hammer would still be the overall winner.
