What are these and where do you get them? Are they only available in Factions?

Every Chapter has 2 Attributes Quest. You can only do the 2 from which you character was in. Since i assume you playing a faction character. The first one you get in the oupost after the first mission and the 2nd one in Seitung Harbor. Check Guild Wiki for the details.
