I want to get the Light of Deldrimor skill I know you get it from a NPC in the Battledepths. I have been to where the NPC is supposed to be but no dwarves are there.

So my question is; is there a specific quest line that triggers the NPCs to show up there?

The Dwarves were available during the preview weekend, so no quest should be needed to trigger their existence. Are you sure you were in the right spot?

Yes I was in the area where the Dwarf King and all the other dwarfs spawn right by the portal to Vanajar Veils and the area is empty so there must be a trigger quest to get them to show up.

I believe you have to finish the Norn story arc on your character for the quest to be available, but I could be wrong about that.

Once you complete the Norn story arc, you get a quest for Destroyer Cores from High Priest Alkar in Battledepths. Do that, and then you get a quest that gives you Light of Deldrimor.

(I farmed my Destroyer Cores by redoing the mission A Gate Too Far a couple of times.)

That worked but I had to do both Blood Washes Blood and A Gate To Far quests before the dwarves spawn in Battledepths

Those two missions, along with the Curse of the Nornbear mission, make up the Norn story arc.
