You have to lead an ice golem or two over to where they aggro on Rurik and Co. They will eventually kill the soldiers and you can use Necrotic Traversal to get down there.

Your quickest spots to get would be either in the desert interior (various places in the zone outside Augury Rock), or in Riverside Mission town (western edge, the water).
You could also go to the big tar lake in Surmia, or the NE corner of Bloodstone Fen (missing a chunk there). Up to you since you only need 0.1%.
There are various other tiny spots, but these are either the quickest to get to or the largest in area.

Eohjay and motemart - while you're waiting for Dougals help, you should go run Dunes of Despair again and uncover that southwest corner area completely. Thats one of the most overlooked spots on everyones map.

After having acquired the title, I thought I would add this thread on.
Firstly don't despair, the title is achievable (Duh).
I found that the necrotic travesal in Frost Gate, never worked for me since (a) after luring a golem just above The Gay Prince, he never killed him, (b) no wolf wandered by & (c) when one of his soldiers died, it was impossible to traverse. So dont loose time there unless you havent really mapped the whole area. I must have done that mission about 8 times hoping for the necrotic trick.
Dunes of Despair, necrotic traversal here really works and gives you the so much desired patches of %.
Bloodstone Fen, when you reach the final stage, there is a small area behind the Bloodstone which can give you up to 0.1 (more or less).
I found, as mentioned by a few before me, that towns are rather deceptive in the obtention of this title particlarly places like ascalon and droks who have a lot of nooks and crannies.
The only 2 arenas you can gain access that count for the title are ascalon and yaks, the others are inaccessible.
There is also a cave just as you exit droks that looks hidden on U map that also gives you some %.
THK, explore the area at start of mission where the avicaras are and when you get to the keep, if you leave the king behind alone, you have approximately 25 to 40 seconds to run on the outside to unfog the cave bit and perimeter ( I had to do this in 4 different shots with hecnh).
Ice Dome, Dreadnaughts, Lornas, Frozen Forest and Ice Floe will be a big pain in the 'Bravo' but it can be done, the good thing about these areas, is that you accustom yourself to having large DPs which makes it more challenging really.
I hope that this info is of any help to those that are striving to get the title.
