I hope I don't have to completely finish northern allies before I can get in...

It doesn't really matter, there's nothing for you to do there unless you follow the storyline.

I believe you can go there whenever. The entrance is easily reached from Eye of the North. See [wiki]Battledepths[/wiki] for details.

No, I don't think you can. I think you do have to complete Northen Allies to open up access, but I'm not entirely sure.

I was able to enter the place prior to finishing any storyline.
Enter thru Battle Depths . . .

It'll tell you that you wont get credit for doing the " quest ".

-lvl 20 character
-finished GWEN before on another character
-Hero Book
-Dungeon book
-Talked to Jora outside Boreal Station when you first meet her
-Talke to Scrying Pool and taken all 3 allegiance quests

This allows you to totally skip the 3 allegiance quests, by entering a party with someone who has Heart of Shiverpeaks quest and later by doing Destruction Depths. This way allows you also to do the last mission. Finished GWEN in 2 hrs...
