I've been trying to figure out how to start the War in Kryta quests "The Royal Papers" and the "Lost Princess" quests, but when I go to Fisherman's Haven, Arad isnt offering any quests, and I know I havnt completed them. Is there some requirement to start them that the Wiki is forgetting to mention?

I've even checked out the new war camp the Shining Blade set up and theres no quest to join the Shining Blade or anything.

There is no quest so far for anything to do with War in Kryta

There haven't been any quest yet with War in Kryta. The two quests you are referring to are old Prophecies quests that have been around since the beginning, so you very well may have done them already.

Oh really? Huh. I dont really recall doing them, but without a way to check what quests have been done I guess I just have to suppose I did. Interesting...

Both are Skill Quests, so it's likely that you completed them a long time ago.

Well, one way to check is to see if you have the skills they give you as a reward.

And currently the only War in Kryta content is Various dialogue scenes, Trial of Zinn and several Peacekeeper encounters all of which are listed on the wiki.
