They argued over which of the heroes (Viktor and Archemorus) killed Shiro. Seriously.

I'd like to consider that as the catalyst that began the rivalry. The ensuing "endless war" could much be linked to gang warfare and the goal of dominating territory and gaining key locations/resources. It had been so long since the death of Shiro that the basic reason for the rivalry had been lost.
Plus, no one knew that Vizu crippled and weakened Shiro to allow the two heroes to kill him quite easily.

I killed Shiro, so they should stop arguing and vote me as their supreme ruler.
But yeah, the main reason for the war now is to fight for territory. As in real life, countries (remember, they are vassal nations) are always trying to expand their empire.

They are at constant war with the Kurzicks due to ancient unexplained hatred and the desire over the scarce and precious Amber and Jade that was solidified from the Jade Wind.

This. Plus, the emperor holds spies within both nations to make sure that both nations stay within a stalemate, never allowing one to overpower the other completely. He didn't mind because they never wholly effected the empire's integrity.
Spoiler Alert:
Abbadon planned the entire thing. Shiro's fortune teller was a tormented creature and forced Shiro to do what he did, meaning Abbadon orchestrated everything in order for you to kill him and send his soul to the underworld (where Abbadon was waiting in his office to employ him as a General. Short term contract, obviously).
Later in GW 2, the new emperor dissolved both vassal nations and took everyone under the Canthan empire's banner.
Endless war my butt-platemail.

The Kurzick/Luxon war only seems stupid when looking from the outside in. Regardless of which side you grew up on the Jade Quarry I don't think you'd be too happy that the people on your border were taking your resources, discrediting your national hero and were getting away with outlandish dress sense.
Added to that prejudice you would have grown up with the Emperor of Cantha keeping both sides in a constant stalemate to ensure neither gains supremecy and threatens stability within the empire. If that wasn't enough, the entire thing was orchestrated by a god. The tree-huggers and neuvo hobboes didn't stand a chance.
Apart from a god getting involved you don't have to look too far to find real life examples.

There's even more to the story than that, actually.
The two sides first started hating each other when the Canthan empire subjugated the Kurzicks and employed them to help subjugate the Luxons. I forget where I read that, though.
But like any war, once it gets going, people forget the initial reasons (several NPCs note that the Kurzicks and Luxons probably forget the reasons they started fighting).

They were at "peace", so long as you define peace as "not being at war". In the same sense, the United States is at "peace" with China.
Saint Viktor and Archemorus were the trigger for the current war. But like any war, the reasons go far deeper.
