I would go Nec Warr if you want to deal more damage(with your nec spells while you wail on them)
Warr Nec if you want to be able to soak a little more damage.
If you go for an adrenaline build for your attack skills, you have all the nec energy free for casting...

Curses cast at the start of a fight would be pretty good in pve.
spell: Desecrate Enchantments (hurt your foe if they are buffed with enhancements (PVP best)15 energy though (high cost for a warr)
spell: Enfeeble(target suffers from weakness) only 5 energy
you could go with this combo:
chillblains (you suffer from disease, nerby foes take cold damage and lose an ench) disease is 4 arrows of degenration btw.
Plague Sending (lose 10% max health and transfer a condition from you to target and all nearby targets) voila all the enemies around you are diseased.
I deliberately didn't list any hexes since of course there are lots of options with those.
Problem with alot of curses is the casting times. that is time you won't be attacking as a warrior.
(my third rp char is going to be a nec/war)
