Use Life Siphon. It's pretty quick to cast, so just put it on every enemy you can. The regen will help keep you alive much better than just using Vampiric Touch.

i have the EXACT same build.
I die alot untill i discovered that you've got to really use life siphon, then use the one skill that you loose 33% max health but regen for an additional +3 and then instanly vampiric gaze (less energy than vampiric touch but more efficent) then enemy should be engaging you in combat.
So it goes like this.
Enemy walking around (say group of 3)
Life Siphon (you get +2 regen) then use the sacrifice (Loose around 100 hp but gain regen +3 for a total of +3 now) then use vampiric gaze to retake some of your lost health healing around 40 approx ... By now enemy should be just engaging you.
Use your warrior abilities as your adrenalin, and as your sacrifce ends, you are hit with a +100 to your health.
Insta cast the sacrifice again, use vampric gaze, and Life siphon should just be ending, use it on the mob with most health, and finish off your current enemy.
As soon as a corpse drops, use well of blood.
ROAW
with 12 blood, it turns into:
LIFE SIPHON: +3 Regen, SACRIFICE +3 REGEN loose around 100+ Health. VAMP GAZE Gain about 40 Health.
Drop Enemy: Use Well of Blood gaining +5 REGEN, RE-Apply LIFE SIPHON for a total of +8 Regening on you.
YOU ARE GOD NOW (Warriors cant do this, not enough energy, very VERY slow energy regen.)
Oh yeah, and when sacrifice ends, you get hit with 100+ Health boost just as over kill... Muahahaha.

I started a n/w also with a similar build but have been throwing some death magic in there as well. Not really for any specific reason yet but just learning some skills.
This char is mainly going to be PvE just to help get some skills unlocked. Is there any real PvE (solo/henchmen in many non-mission cases) or should I be ok just going blood/swords? I really haven't been impressed with minions so far,and it looks like the AI could cause more problems than it helps sometimes.
How about some remaining points into reaping or tactics?

used a n/w during most of the bwe's and just started using him again recently during retail. I decided to try out axes for the extra damage (although sometimes inconsistent) and it works out really well. I'm more of an anti-physical dmg build since i've got plenty anti casters in my guild
my most used pvp build:
Dismember
Axe Rake
Disrupting Chop
Vampiric Gaze
Life Siphon
Insidious Parasite
Shadow of fear
Well of Blood
my attributes i think are around
12 blood
10 curse
10 axe
using runes for blood/curses
for pve
i usually go with
executioners strike
cyclone axe
penetrating blow/disrupting chop
vampiric gaze
life siphon
enfeeble
shadow of fear
well of blood
key is to get your first target as fast as possible then bathe in the goodness that well of blood gives you

use life siphon on everyone, you can have up to 10 pips of regen (20hp/s)
