I assume this works in PVP as well?

I think that just applies to melee and bow attacks not spells.
And how many people can't remove a hex?

you forgot one thing, ends if target foe takes DAMAGE...so if you smite prayer them pacifism goes away..

Look at the duration and the recharge time, you won't keep them pacified forever, and as stated, it only applies to attacks, not spells. It's a good skill to bring for a monk so that you don't have to tie up all of your healing on yourself when being mobbed by warriors. Similarly, you may wish to look into Amity, which is the exact same effect, except PbAoE, cheaper, with a longer recharge.

It's a decent thought, disabling the enemy party... but having everyone use the same disabling skill would not be a good idea.
Instead, have each member of your team bring a single disabling skill. Blinding skills are effective on warriors and rangers while there are many hexes and interrupts that can disable a caster (Power Block comes to mind).
You don't want everyone to bring the same disabling skill because you can't really disable attacks AND spells with one skill. But if everyone brings one disabling skill then you can at least hinder most of the enemy party while your other 7 spells are used to hurt them.

it doesnt say anything about what type of damage, it just says "if they take DAMAGE"
spells do DAMAGE

You can still remove hex through pacifism...therefore I assume you can also cast heals and buffs through pacifism
in fact my ele friend tells me he can fireball/flare/meteor shower perfectly well through pacifism
