To get a better answer, you need to ask a more specific question.
Are you talking about a set of armor for PVP or PVE?
In PVE you know what types of monsters you'll be up against. If you're in the snowy mountains, you'd expect a lot of cold damage, so buying a suit with extra armor against cold damage makes sense.
If you have no idea, it's probably best to get the general set.
If you can afford it, get one set of each and switch as the situation warrants.
In PVP, it's harder to anticipate because you can rarely (if ever) predict what type of damage you'll be facing. Fire is quite popular, but Air and even Earth damage have gotten more popular recently. Water still seems to be losing the popularity contest, but that doesn't mean you'll never fight a team that uses a lot of cold damage.
In fact, the cutting-edge teams play off of popular strategies- when everyone else is preparing to fight teams that use a lot of lightning damage, their team might switch to all cold-damage types to bypass the lightning-specific resistances that people bring. (Not a great strategy, but it's just there to provide an example.)
