get rid of soul reaping and put into a weapon skill. i can't say im surprised your having problems sinc ethe ONLY way you can do decent damage is blood magic.
if you want to take a more caster stance i would drop tactics as well and put into curses.

Hello,
I play a N/W Lvl-15.
I have had good success using Blood and Tactics as secondary skills, but relying on my Axe skill as my primary way to do damage. Basically Axe skills kill, Tactics lets me use a good shiled, and Blood heals me while still letting me damage my target.
My current 'build ' is roughly:
Axe Mastery: 9
Blood: 7
Tactics: 4
Soul Reaping: 3
The Skills I carry for PvE are:
Executioner's Strike
Dismember
Cyclone Axe
Flury (to get that initial Adreniline)
Watch Yourself
Vampyric Gaze
Vampyric Touch
Res Signet
I am basically a warrior with more mana, less armor, and some armor defeating attack spells. It's worked for me, but I am only lvl-15, so take it for what it's worth.

Necros are a great pve class, in fact they are probably the best, although its dam hard to do properly. The whole point is raise an army and keep it raised. Which is the main problem. Getting an army aint hard, but if you can keep it alive, well done. In the desert (where you are/will be soon), try the ranged minions, otherwise the hydras will kill them all with one inferno.....

Prior and during level 20, I have a N/W that does pretty well in melee PvE wise. 10 to curses, blood and axe mastery and 5 in soul reaping. Some of the skills I used are shadow of fear and mark of pain before wading into battle, axe skills during battle and well of blood once something drops.
After a while I find that I can't take nor deal alot damage that way so I switched to using mainly curses, blood magic and tactics. Shadow of fear and enfeebling blood are pretty good to reduce the mob's offensive.

My tip is to change to a w/mo, a monk, or an ele. These seem to be the only classes the devs want you to use in pvp. If pve, it doesn't really matter.

Look man.
There are other things in life besides high end pvp. Just excluding the classes isnt correct. Check the blood or death thread... theres a necro there that can nuke for more than your health bar can contain. Necros have uses, rangers have uses, everyone just seems too caught up in OMG AIR to bother.
O yeah, and read the dam thread title before coming and posting your incredibly justified and intellignet position. It says pve??? so whats pvp even go to do with this???

See how defensive users of "favored" classes get? You afraid they will nerf your precious elementalist damage????

What>? That has no relevance to anything. Nerf ele damage.... then ill only do 600 instead of 1000 :S. and a ranger could probably whip my ass. in the other thread, i specified rangers have anti elemental armour. they can have 67% reduction against fire, and since most weapons have elemental hilts/strings and so forth, rangers are perfectly viable just as warriors are... they just tank against different people.

In my Oppion Curse is the best line,
Mark of Death with Curse 10 in PvE is NASTY (not so awesome in pvp as people tend not to get close enough) every time the target is hit pyhsically by ANYONE everyone around him takes 30 damage per hit, that is not mitigated by armor. Add Flurry and a Wand to that and its a very good thing.
Parasitic Bond is also another GREAT spell, for 20 seconds your target suffers from a -1 degen (big deal right?) well when it ends you gain some decent life (90 life at 10 curses) ok so 20 seconds is a long time, but here is what the spell description doesn't tell you, when the target dies, you instantly get the 90 life, all for 5 energy, In some instances, I can actually tank better with my W/N then with a W/Mo its kinda creepy. just cast the Bond on something thats about to die and you get 90 health for 5 energy, thats not a bad deal... if you cast it a bit sooner you also do a little bit of damage.
Barbs is another good spell for dealing with PvE Monks, Since it tacs on ~7 damage no matter who hits the target.
Plus all these curses last a good deal of time.
I'm not trying to tell you how to play your game, I'm just saying don't the curse line is pretty awesome.
Worry about High End PvP a bit later, you still have quite a bit to go

Curses is great, and if youve got a N/W you might want to add spiteful spirit to mark of pain (not death ). It works the same, but its whenever target foe attacks, not when they take damage. Fortunatly in pvp, creeps all stand together, and they dont understand hexes . So mark of pain, spiteful spirit, and flurry/sword with attack rate increase modifier. With that, youll be dishing out something in the region of 50dps area of effect, which aint half bad..... in fact its pretty dam good, since the highest dps in the game is around 75 (sustained)

Im mixin Blood+Curses+Sword damage and I rule in PVE. Mi build will end in Blood 11 Curses and Sword in 10. Currently have a major blood rune. First I try to throw a massive skill depending on enemy strategy. If they are hunters who always stay back in small group I throw Shadow of Fear + Mark of Pain + go attack to charge adrenaline, kill target, next target, Parasitic Bond + Sever Artery + Gash... and so on... Unholy Feast its great if they are close too.
I've no time, must go back to work, but let me know if any1 needs any other strategy.

I am 12 blood 12 curses 9 sword and 2 sr
All you really need is Mark of Pain for groups and barbs for single targets
Blood keeps you alive and flurry can give a higher dps
Also plague touch will cure any condtion

I have a lvl 18 N/W, that I love to play, but you have to be creative. All 3 necro lines will keep you alive in a mob, but I think curses is the weakest at keeping you alive. The curses are awesome, but I use death magic b/c you can get 150hp+ @ 7 or 8 death with exhume corpse, I think that's the name of it, w/ quickly with little mana cost. Also, mark of pain is good but you can also do about 88 damage @ 8 or 9 death not sure, with exploding corpses which is cool, b/c I like watching the corpses explode. Blood magic is good at keeping you alive but does little else, and you have to cast life siphon on 2 or 3 mobs at the start of battle while you should be swinging you axe, and can be scary when your getting jacked and all you have is vampiric touch for 40-50 life steal.

On second thought, let me change my death magic suggestion. The more I play my necro the more I think curses is a better compliment to warrior skills. Death magic works well but the curses are just too good to ignore, and with around 7 in tactics you can use healing signet to keep yourself alive. Also, the parasitic bond suggestion is very useful. Anytime health is getting low, just cast it on the current monster being targeted, it will give you a good health boost quickly and w/o much energy cost. Let me also second the suggest to take the points out of soul reaping and putting them into a weapon. You want to be more like a warrior right? I rarely have energy issues playing my necro/warrior b/c he's too busy meleeing to use up all his energy.

Whoever said blood is the only way necros can do damage- pure ignorance. My death necro when his army is raised and when corpses drop does 10x as much damage as anyone else. Putrid explosion, deathly chill, deathly strike, FIENDS AND HORRORS.
