I usually just kill them dead.
Seriously, though... scourge sacrifice from a monk, as well as just one good heal from someone is usually enough to give you the edge one on one. Necros do well in Arena because you usually don't have a dedicated monk to counter all their degens... It's usually Rend, then Life Transfer FTW!
They are beatable though, just watch what they're casting, and punish them when they make a mistake.

Necros can be very tough, but you should be able to handle them easily with your build. Treat them like a caster - spam Debilitating Shot (you'll need high Expertise to make the 10e cost bearable), maybe hit them with a Hunter's if you can (kind of unlikely, they're liable to be standing still and casting, not so much moving) to counter their life siphons. If your mesmer secondary uses domination, try packing Shatter Hex and a Power Leak/Block or Energy Burn.. If Inspiration, pack an Inspired Hex. If you have Hex Breaker (domination), use it! It's a spammable stance that lasts 60 seconds even at 0 domination (twice that with a high attribute), and it causes any hex cast on you to fail (caster takes negligible damage for each failed hex). You'll need to recast every time it stops a hex, because it ends if that happens, but for 5e and a 5sec recharge with 0 casting time? No problem.

Scourge sacrifice? Lol? What types of necros are you facing in the 4 v 4 pick up arena? Bad ones?
Unless a person is running a Dark pact / touch of agony and most likly a aura of the lich build scourge sacrifice wont help atall.
This persons a Ranger / Mesmer.. Try using Hex breaker. The secound Hex breaker is broken use it again... and again.. and again... You'd be amazed how destructive that is to a necro, even without any stats in Domination the spell is ignored and the necro takes 10 damage. You can effectivly shut down a Necromancer by using this single skill. (Unless they're quite good and use a curse skill called parasitic bond to break the hex breaker then quickly cast anotehr hex.
Hex breaker: For 60-156 seconds, the next time you are the target of a Hex, that Hex fails, the caster takes 10-39 damage and Hex Breaker ends.
Reuse: 5
Casting: 0 (its a stance)
Energy: 5
Hex breaker... your solution to shuting down the 'Just another Life transfer build' necros.
Hell i forgot you're a Ranger primary... drop Nature renewal and your troubles should be over. Necros hate that beleive me.
