IMO, if all the OP wants is to unlock the skills for R and Mo.... then going as Mo/R is by far the better choice. Why? Which is more likely to get added to a group for missions and quests?
I've been running a R/Mo and a Mo/R equal amounts of time and my Mo is much further in the game as I've been able to get into more groups AND be picky about them. If you're the monk and a group starts to get the dummies... you have more influence to adjust their thinking.
I have way more fun playing my Ranger primary then my red-bar watching Monk primary, but guess who's unlocked more skills?
