There's no best class combination. This game is balanced.
... It's funny that seems to be so unbelievable.

What role do you want to play? Do you want shutdown monks? Deal melee damage? Dump conditions? Deal consistent damage? Deal spike damage? Hex people? Run flags?

For pve your best bet will probably either be W/Mo or Ele/Mes. Whoever said W/R I have no idea why you would ever consider something like that.

Ele/monk is much better then ele/mes. If you want to be in the thick of things then I would surgest w/mo.

R/W for hammer skill spamming with tigers/expertise is popular. The W/R seems week tho, when comparing strength and expertise.
I still think some kind of Blackout/QZ cheese couldn't be beat.

For PvP, everything is quite balanced... of course, until some things like nature's renewal or enchantment spam come into play...
As for PvE... The best would probably go to either monk or ranger... monk with protective spirit and simliar stuffs... ranger can lay ### number of traps and lure the dumb AI. But, don't put the 2 together...
EDIT: After thinking about it... monk is the best peroid... although ranger can hnadle it by themselves, but it take alot more time to prepare than the monk... so overall speed, monk just run ranger over like a mad bull who just saw a red coat.

Warrior/Ranger is good...for running in pve. That's about it.

A lot of things are good for running in pve. Rangers, mesmers, warriors, even eles can be made into great runners. You'd never think that were the case with all the people asking to be ran somewhere though.
Anything with warrior or ele primary is great for PvE, w/mo and e/me being the easiest to play.

Monk is a very good primary. You have the healing capabilities and smiting is very very very very very good when it comes to PvE. All of the kryta missions involve wiping out a huge number of undead which take double damage from smiting. The good smiting skills (zealots fire and balthazars aura) are aoe so you can nuke a lot of things. Being a primary monk doesn't require you to just sit back and heal. Warrior subclass for this would be good since you have the shouts and sprint for running.

Sure and one form of W/R or R/W is the best.

70+30 elemental vs 80+20 physical and -5 absorb take your pick. Both are fine; I can run pretty much anywhere with my W/R without difficulty and even though warrior armor is better with absorb effect I bet a R/W could run anywhere as well.

Warrior/Anything, and Monk/Anything. It's hell to get in a group for the later missions with anything else
