I am no expert, but so far I love the e/n combo. I am lev 17 and have made it to Druids and also spend about four levels in Shiv and Ascalon arenas. It isn't a popular one I notice either. Most are e/mo or e/me. But, I think this is too much of an energy drain. I could be wrong.
Your strategy will depend on what your up against. For pve I use air and fire mix, but not the attribute points in both. Spreading around the points just makes both not as effective. I have 2 in fire and the rest in air and energy storage and blood for necro. Later on, I will be dropping the fire points as I move into strictly pvp.
I like blood because it's got some health debuffs for your targets and some decent health regen skills as well.
Skills, well that depends on your strategy. I change up often depending on the situation. But you will want some way to heal and crowd control (aoe) for pve and more damage for pvp.
armor-when you go get out of pre your not gonna find any better armor then the +40 in ascalon until you get to around the divinity coast area/missions. At that point there will be collectors that will offer +51 armor. Which type to get depends on your attributes and what damage you think your gonna take most times. I have aeromancer and it works for me.
that is as far as I can go with my reply. Someone else who has gone farther in the game and is more experienced needs to take it from here

What you *might* want to do for PvP is run an interupt/debuff build. Here is an example off the top of my head
1. Meteor Shower
2. Maelstrom
3. Meteor
4. Earth Quake
5. Chiblains for necromancer, Mantra of concentration for Mesmer.
6. Rend enchantments for necromancer, drain/shatter enchantment for mesmer *MAYBE*
7. Aura of restoration if you wannnnt
8. Glyph of Energy [Elite]
Anyway as you can see the skills here aren't the same attribute. This build isn't meant for damage, it's supposed to knock everyone the other team flat on their ass (Interupting Spells, making everyone else's job easier). This would be great for dropping teams on alters.
For PvE I suggest what Arturo said. Life Siphon, vamp touch/gaze. Anything that helps you survive. For attributes I'd say 12 base of whatever (fire, ice, air, earth) 9/10 energy storage and 8/9 of whatever necro stat (curse, blood, death).
