Yeah, I wanted to keep the damage range small so I could get away with fewer trials and still trust the resulting averages. You bring up a good objection though. I can't think of any reason the requirement should affect the order of damage operations, but then again, I also can't think of any reason RTW and FW shouldn't stack. So I'll try it again with a more realistic attrib distribution.
Another thing, which I'm sure you know already, is that anecdotal evidence can be pretty unreliable. In battle you're not recording every damage value you hit, and there are lots of variables outside your control. Also, if you have the preconception that JI should affect Melandru's, you could unconsciously latch onto unusually high damage values and not notice you were plinking at a Necro in Tormentor's , for example. I tried your Quick Shot build in the other thread ("LMM's quick shot build") and thought for sure that RTW and FW stacked. But after controlled testing I no longer believe this to be the case.

They are just Global effects. They work the same as warrior damage mitigation, winnowing, etc. It add's on a flat amount of damage, which is actually better IMO. Treating every char like it has 60 armor.
