The simple answer is a team of rangers. Nothing can spread bleed and poison as efficiently as a ranger. (Apply Poison, Poison Arrow, Melandru's Arrows) They're even better at it thank most teams are at healing it. Which is why Martyr works as a failsafe against condition-heavy teams.
Try mixing in an illusion mesmer with mantra of persistence for some non-condition based DOT- provided you can beat their hex removal and survive long enough for your DOTs to get kills it's the start of a solid resource-based strategy.
