I'm not exactly sure whether or not the bonus from the sundering mod would stack or not, but I am assuming that it would. That doesn't change the fact that sundering gives you roughly a 1% increase in damage however, so why are you using it? Switch to a Vampiric haft, 5/1, it's better by leaps and bounds.

Get a perfect furious haft, sundering is worth nothing.

To be fair, the AL/damage modifier scale is exponential, rather than linear.
More AL gives diminishing returns, less gives more damage.
The difference between 0 and 5 AL is 22.6% additional damage.
IF Judge's Insight, Strength, and a weapon skill's base AL (Penetrating Blow for 20%) stack...
On a 60 AL target, you're looking at-
168% additional damage
Add on a sundering heft, and IF it triggers-
~185% additional damage
Instead of only 10%, sundering would grant 17% additional damage.
So an amazing 1.7% DPS (only 1 in 10 would trigger) increase per penetrating blow, woohoo.
You're still better off with Vampiric for damage, or Zealous for energy management, just wanted to point out that Sundering gets better under certain circumstances. Just not good enough to make a difference.

The trick with vamp weapons is to have one of your weapon presets with the vamp weapon and a shield, then have a second with just a shield.
Switch to the shield-only slot when you're not hitting something.
Alternately, you could have one slot with vamp weapon and shield, and a second with a zealous weapon and shield, to prevent degen from vamp and for when you need energy.

You COULD just use a nonvamp sword with elemental/furious mod on 2nd slot .

Use in the case of fighting 4 E/W with Armor of Earth, Ward Against Harm, Kinetic Armor, Armor of Mist, Watch Yourself and any defencive armor stance. Then armor penitration = 800% more damage. Otherwise Armor Penitration = not worth it.

Of course, 800% more than 1 isn't going to be much. (It won't even be 8, as they're likely to be taking less than 1 point of damage per hit, rounded up to a 1) Against a team like that, you're going to do pathetic damage to them regardless of how much armor penetration you have.
Defence ignoring damage like the Vampiric mod also go up in value as AL increase. 5 points of defence ignoring damage against a 60 AL foe is not much. 5 points of defence ignoring damage against a 270 AL foe is quite a bit. (270 AL is a loose estimate based on all of your listed effects)
There's no situation I can think of where a sundering mod would EVER really be better. (Against a 1 million AL foe, sure it would drop their AL by 100k, but you'd still only hurt them 1. With a 5:1 vampiric mod, you're looking at 6 damage.)
