Let's put it this way, for PEE VEE PEE. Mending sucks. For PEE VEE EEE Mending is awesome. No two ways about it, if you use mending in PEE VEE PEE you are stupid. If you use it in PVE VEE EEE, then....You're a tank

But why? A monk or mesmer on your team is far more likely to suffer focused fire, and has less armor to withstand whatever damage they do take. They need the healing much more than you do.
The goal in PVP is for your team to win, not for you to be the last member standing so that the entire enemy team can finally get around to killing you.

mending will do all of nothing on a soft target. 4 pips, if theyre serious about killing you, is like flapping a trying to use a paper bag as a parachute when ur falilng out of an airplane. sure it does something but veeeery little. only works *ish* well on tanks because they dont take much damage to start off with

You want a REAL tank skill? Healing Hands {E}. Now THAT'S a tank skill. Bonetti's Defense, now THAT'S a pve tanking skill, Shielding Hands or Shield of Regeneration, THOSE are real tanking skills...
Mending is... A newb skill you use when you're too lazy to unlock the real tanking skills?
On a 'tough' target like a warrior. 3pips hp regen is uh... shit? I've fought sword wielding mending fools using my w/n and I don't have to rend them at all. [till they use shield of judgement]... I just plague touch their bleeding and deep wound and I'm the victor... I'll be far outdamaging him since my self heals involve healing my energy bar too... [yay for ViM being the best self heal in existance!]

I've seen ya few times, very impressive.
As for CA... Warrior's don't need a self heal. Their teammates bring res sig by default so it's no point. What they DO need is condition/hex removal. THAT'S all the self-heal you'll want.
OR you can just go my route and bring Victory is Mine! {E}. No heal beats it in terms of warrior usage.
