if you have more HP by the use of a Vigor rune.. more HP will go off due to the percentages.
And someone was saying that he never mentioned DP? He is NOT asking if Health runes have health penalties... He is asking if having less health is better against a percentage health reducing skill or envirorment, such as a DP.

Check your context, Dude.
