bull's strike isn't that great. your idea is good, and i have actually tried it myself with the same purpose in mind. however, it doesn't work so well in practice.
in order for the knockdown effect and the extra damage to take place, the target has to be "fleeing." this means running away from you. if the caster you are trying to protect is running in circles, bull's strike often won't work. it doesn't work when the enemy is running towards you or even perpendicularly.
try it yourself to see what i mean.
it's not really that great.
hammer knockdowns and sword crippling is most likely your best bet.

Or sprint to catch them running chasing the squishy. either that or have the monk stop runnign in circles until you can body block the mob so he has time to get away without being attacked.

I do use it. I'm speaking from experience, not from reading about the skill on a site or in game. I use the keyboard to manuver myself mainly, not point and click with the mouse, or hitting C + spacebar.
Yes, I have mages running circles around me trying to get aggro off, mobs still go down when I hit them chasing the mage. It's like being a disrupt mesmer, there is some timing involved.
Sure, it would be nice if the dmg bonus always applied. I can agree on that, but I still find using the skill very effective for what I use it for.

i guess it's a good option for sword/axe warriors. it gives them a chance to cause a knockdown. if you can get the knockdown to register each time, then it's good. but i still feel like it's too situational to have a place in my skill bar.

Nod. Axe and Sword no having the knockdown is why it is especially good for them. But yeah, hammers have tons of KD's themselves so it's not effective for them at all. It would be funny if this skill worked with projectile attacks. Oh man.
As for cripple, well mobs/players can still use skills and cast and attack while crippled. I prefer a KD.
