First off, I wouldn't use skill points to get skills that can be obtained from a quest.

Skills which can't be obtained by a quest, can be obtained from a Skill Trainer or captured from an enemy boss using the Signet of Capture. Prior to getting the Signet of Capture in the Lion's Arch quest, there are some skills which can't be obtained by a quest.

So if you find you character over-matched by you current enemies, you may want to buy a skill. Usually, Greenwich Courthouse is the first place you can buy skills that can't be obtained from a quest. Use your skill points carefully!

When you obtain the Signet of Capture in the Lion's Arch quest, you might find there are no Elite skills that you can capture at that time.

At this point, all you can do is buy skills from a Skill Trainer.

When you reach L20, you may start asking yourself "What do I do with the 30+ skill points received from missions and bonuses?".

Most characters can have ~30 elite skills, ~15 primary class and ~15 secondary. Therefore, every skill point beyond ~30 can be used to get skills which can't be obtained by a quest. Again, use your skill points carefully!

I thought either way was the same to get a skill that cannot be obtained by a q, and sig was just for elites.
If it takes a skill point to buy the sig then there's really no difference, buying a normal skill that quest doesn't offer, and capturing it, except that buying is just a lot quicker.
If not, then I don't care that much either :/ it's not like there's a max on skill points.

I never really noticed Cap Sigs used up a Skill Point :-/

Sig of Capture is just for elites. All other skills can be bought...saves time.
