The recent nerf of cripling shot made me think of something else a runner could use instead of crippling shot. It had to be able to go up against another runner who is most likely running cripple shot still. Here, the product of a boring afternoon and some thinking:
R/E Pure Flag Runner
14 Wilderness Survival (mask and superior rune)
11 Expertise (minor rune) or 12 Expertise (major rune)
11 Water Magic

Barbed Trap
Mist Form {E}
Ice Prison
Armor of Mist
Troll Unguent
Dryder's Defenses
Storm Chaser
Rez Sig

It always appeared to me that crippling shot as a elite for a pure runner was pointless, even pre-nerf, if the point of cripling shot was to slowdown the other runner, why not use something that lasts longer, is harder to remove, and slows more? Thus ice prison.
Mist form protects you from all attacks (excluding spells and degen), so the 9,999,999 other ranger runners can't snare me or whatever when I get to the flag.
Barbed trap is for when I get to the flag, so the other runner will be delayed when he has to make the return trip.
Storm Chaser just for generic running.
Dryders is for the time when the runner brings some of his buddies along and I have to make a quick cap and get the hell out, I would probbaly use it in conjunction with armor of mist.
Troll Unguent is to insta gank their guild lord.

Mist Form will not protect you from a cripple shotter. You will still get crippled and poisioned, the arrow just wont do any damage. This means that you're just gonna slowly degen to death. Try to use troll ungent and you're gonna get interupted.

Crap, I probably should've tested that more before I posted x_x, don't bother replying to this thread anymore lol, that fact almost ruins the build completly
