Do the bonus attribute point quests in the desert and droknar's forge make any significant difference? Or are they not actually extra points that go above and beyond what a pvp'er gets?

pvp chars start out with 200 attribute points to spend. the 170 points gained from being level 20 is supplemented by the two 15 point attribute quests to bring the pve-ers total up to 200.
In answer to your question, no that is not an advantage for pve-ers.

So every time your guild wants to play a new build you go spend a month maxing out a new PvE guy? Let's say that you did manage to unlock all skills via PvE skill points buying, but what if they want a different primary profession? Do it all over?

Many people have 2 accounts and have capped most if not all skills. It isn't hard to just log off and get on your other account to try out that new build.

Don't you have secondary professions unlocked on all characters? Funny, I have...
And, I'll just leave it to the above post. People usually have a "Master" profession, anyways.

Many of the proffessions arent really going to benefit as much as the others from having multiple sets also, I would say ranger and necro are probably the 2 big ones, with warrior a close 3rd. There are advantages for all, but I think that those 3 are the big ones.
I don't think that everyone will go make 4 maxed out PvE charachters, but I know that those that do will reap the benefits. It all comes back to how serious you are and how much time you have to spend
