To be really mean, your migraine mesmers are scrub builds. It's basically an interupt build for someone with half the reaction time of a decent mesmer. They are built to make interupting a single target easy, without really very much degen. You can find much better single target shutdown in the form of a Surge/Burn mesmer, and more degen in a Mantra of Persistance mesmer. So basically, what do you want from those two mesmers, degen or shutdown?

From experience using 2 Monks, 1 WoH/Infuse and in your build a subpar boon prot lacks the actual prot that is supposed to be used.
No Guardian and no Aegis is very bad, You have an infuser so why divine intervention?
Take out the Heal other on the Necros and put in Aegis on one of them and Heal Party on the other.
The point of using a Boon "Prot" is to have the prot and if you monks are good enough they should be able to save against a spike... (I know even some of the top guilds monks can't save against some spikes.)
I do see where you put or on the Monks (2 Boon or Boon and Heal). Run the 2 boons.

No, it isn't. Thats why the majority of Boon Prots spec 16 in Divine and 9 in Prot.

Spikes exist because it is playing to completely negate healing. It is not down to a monk to stop good spikes, it is down to the disruption your team can provide. Your monk can then heal the damage done by a broken spike.

Not sure how the energy will be on that character with Burden on him and only two EManagement skills; you might want to take it our for IHex or something. Anyway, just give your Mesmer a bow and he's good to go.
In my opinion Distracting Shot is good enough to run on a Ranger secondary.
FIVE ENERGY!?! TEN SECOND RECHARGE?! DISABLES THE SKILL FOR 20 SECONDS?!?! YES PLEASE!!!

General Tips for the build:
Only one MigMesmer is necessary. And he should have MoPersistance at the very least. Drop All the interupts except power drain for management. Conundrum, Soothing Images, or Price/Spirit of failures are better things to put in.
You can fit all that siphon/para/faint + ritual on to one character instead of two.
Well, you just gained two character slots. Go get another warrior and some distracting shot.
