If the mods keep locking your threads, then obviously you're doing something wrong. Perhaps your question has been asked before, or is in a thread sticky? Or maybe, you can find it using the magical Search function that exists in every forum.
Regardless.
Go with this.
8v8 Air Utility
E/Mo
16 (12+1+3) Air
10 (9+1) Energy Storage
10 Healing Prayers
Rest to Protection Prayers
Blinding Flash
Lightning Strike
Lightning Orb
Draw Conditions
Ether Prodigy
Infuse Health
Heal Party
Res Sig.
If you didn't want a build, the basic skills in GvG air is Lightning Orb, Lightning Strike, Blinding Flash, and Gale.

He's a Mes/El, Advent. Above is a good HP Spamementalist, but the man is asking for Mes/El.
That said...Advent's right, Druid. Unless you're part of an FC Air Spike, the only Air you're likely to play are the Air skills in an E/Mo. It's just not something that works fantastically alone. Most solo Air types use Blinding Flash and Gale, utility stuff.
Also. Mods lock your topics because individual character builds go in their respective forums in the Campfire, not in GvG discussion. That and people really don't want to bother putting time into a build made for a lvl 17 with Maguuma Jungle-level skills. Hint: don't post what you have, post what your want. What you think you want your end-game build to be. That will get you a lot more help than posting your Maguuma build.

Agreed. Actually, other than FC Airspike, I can also see one lone Gale in the skillbar as the only Air skill on...
What do you want to be?

In general the MODs explain perfectly to you why they lock a thread. I can remember your guild enlightment thread, and tbh it was screaming to be closed a good idea is reading the rules and looking around a bit on the forum, where specific posts needs to be. Of course a mod can respond on this topic better.
You are asking about lightning skills, and your title implies the use of mesmer, so I am thinking about FC-spike solely. (use the search option on that one...)
Of course a single air spiker isnt of much use, if the team isnt build around it properly. Maybe you can elaborate on your wished on that to?
To Advent I want to add: enervating charge for support air casters.

Well Lighning my mod I planned on doing, is a dmg/interupt, perhaps a energy denial, if my mod is low on energy, instead of interupt. But being a dmg mesmer with the ability to stop spells in there tracks was what i in mind.

Those are all mesmer skills. Thus, you should have asked for a standard MESMER bar, rather than lightning. For an air spike build use what JR gave you; for a mesmer bar, please post in the appropriate forums.

What I mean is a mix of lightning, and then some mesmer spells. I don't mean full blown mesmer skill doofus I mean to have a balance of both

Don't even try to do air, edenial, interruption, and who-knows-what in one build. edenial itself usually takes just about a full skillbar. Choose 1 or 2 things to do, and do them well.

Please don't call people names. Last time you called me a bugger, then you call romO a "doofus", whatever that is. -_-
What they said.
Don't know, could try this. It's mainly EDenial plus a Gale. Haven't played any PvP since Factions...

Sorry, I am not very patient with people sometimes, esaply when I am annoyed.
What I was thinking was a Lighnining build with some interuptions spells ( I want a build that would be able to stop peoples spells, and also be able to do dmg), though this build could work when i want to do another role

It's not very smart to down-talk people who are trying to help you, after all.
IMO, if you want to damage people, stay in the Mesmer line.
You can try using Power Return, if you have Factions (Warning: I do not have Factions and so cannot garauntee the quality/whatever of builds). Although it's far better you specialize in one.
Allow me to try...(it's pretty hard, running Air without double attunements...therefore I'm not using Air spells 'cept for Gale.)
(I don't see any hope of this in GvG, by the way. :P)
Fast Casting: 11 +1
Domination: 12 +3 +1 (Or you could look at breakpoints, I'm just not bothered.)
Air Magic: 6
Power Return
Cry of Frustration
Shame
Guilt
Gale
Overload
Mantra of Recovery {E}
Resurrection Signet
Or you can try an atypical Diversion-Shutdown with Complicate. I also don't know how that'd work out.
Me/E
Fast Casting: 10 +1
Domination: 10 +3 +1
Inspiration:10 +1
Air Magic: 5
Gale (<3 this spell)
Diversion
Glyph of Renewal/Mantra of Recovery
Power Drain
Complicate
Blackout
Drain Enchantment
Resurrection Signet
