Now it is impossible to state exactly what format and skills a balanced build should have, as the meta is constantly evolving, and the skills needed as counters, and as counter-counters, are always changing. But basically, you have a build capable of countering most builds on most maps while retaining the ability to:
a) Split if needed
b) Do damage both in split and 8v8 sufficent to kill the enemy.
c) Spike if needed or pressure if needed

The problem is that it's too broad. Basically it's defined as a counter to everything else, with no real strength.
Would you consider Adren-spike balanced ?
Its strength would obviously be the spike damage, but it can definitely split, pressure a bit, and is quite flexible....

Great at soloing enemy NPCs. That's the closest thing to a tank I have ever seen run in observer mode.

It's one of the reasons I hate the term 'balanced build', as though there was some singular philosophy to how you play them. The only common theme is in bringing a lot of different tools to be able to react to different situations and builds, and to execute different plays of your own. The construction and goals beyond that varies heavily. Offensively, some builds kill with adrenal spiking, some break the other team with pressure, while others get their kills through heavy shutdown and mes effects. Defenses vary wildly with playstyle and the types of characters in a build. Split situations become very complicated as individual characters carry much more weight there.
The question of how to run a 'balanced build' is so vague that there's no way that you can possibly answer it. Sharp was bright enough to not even try - doing so would have accomplished nothing more than discrediting himself pretty thoroughly.
