Instead of taking starburst, you could take elemental attunement and be able to spam flameburst that much more, no?
Either way, the build looks very frontloaded and once the eles run out of steam you're gonna be in trouble. It looks pretty good for slaughtering teams on altars, though.

I guess that he has star burst and flame burst so that he can unload two big hits on the alter one after another.

We've tried playing this build with 2 dual attunes fire eles, or 2 starbusters, but I don't know, this setup works best for us.
This build has crazy dmg and drops teams pretty quick, so the eles dont need that much energy. It works pretty well on altars too.

I tried this build with a couple of friends, and I must say it's really effective aswell. Just keep the Warrior/Smiter/3 Monks and try these builds.
I called a spike once in a while, with 2 Fireballs and a Deathly Swarm. We even almost defeated DOGS. Halas for the big interupters they have ^^
Fire ele:
1. Fire Attunement
2. Elemental Attunement
3. Fireball
4. Rodgort's Invocation
5. Fireball
6. Bed of Coals
7. Extinguish
8. Rez
Ele Nuker:
1. Fire Attunement
2. Glyph of Energy

Taint/Ward:
1. Melee

5. Tainted Flesh
6. Deathly Swarm
7. Well Of Profane

This build is really good. The backline is really up to the group. When our group ran it, we opted for the RC/Prot, but SoD would work too Also depending on your backline, hex removal options can be tossed and turned.

A very effective (if somewhat overused) pure damage build. I would consider wild blow on the warrior to replace pene chop. Very nice for interrupting spirit spammers, particularly rangers.
You say that you beat a pug with DOGS members... Are you sure it was a pug of experienced players? Myself and two or three other guild members frequently create pugs of inexperienced players, based off a thread on another forum.
