Is there a reason for ascalon boots over knights boots? Do knights not have the same global affect, or is it just that you can get 15k ascalon but not 15k knights?

I think it is important for PvE characters to have minor advantage over PvP characters. There are many reasons for this. First off, the experience background of PvE and PvP characters is completely different and as we all know what works in PvE doesn't always work in PvP and vise versa. Also the cost of maintaining a PvE character and buying all the "kicks" can be huge, I mean reeeal huge- some of the weapons listed here go for insane amounts of gold. Another cost factor is skills- unlocking all prof and skills you might ever use on a PvE characters is no substantial. And finally, there must be an incentive for PvE-ers to PvP, and vise versa- the guys from ANet have made it clear that there should be balance between the two and they have continuously encouraged people to engage in both. This is all the more obvious with Factions.
Plus the advantages you speak of are for the most part not really all that great. 3-5 more nrg is nothing, I mean really... And if you want a 20% chant mod but still wanna use an off-hand just put it on a sword or axe, easy as that, no need to HoD.
I want to make clear: I do understand that these advantages are present but I wouldn't make a big deal about it unless it is something utterly imbalanced like the Leutenant Helm. (Anything else from HoD that we should be on the look-out for? I mean geez...)

Well the bonuses on the Soul reaping and Fast casting Req foci are crappy but I only included it because there are no primary attribute Req. foci for Eles, Mesmers, and Necros on the PvP screen. The only use I can see for the Fast casting and Soul reaping Foci is some kind of really weird multi attribute build in which you don't have 9 in any of the more traditonal caster attributes but who knows what the expansion will hold.

I have an HoD Sword and latley I been using it less and less but you cant deny that having +5 energy and an enchanting mod plus being able to combine it with any focus isnt some sort of advanatge. HoD swords are overpriced and overvalued I wouldnt be suprised if it was added back in an expansion and the price of it would plummet. Every item listed here except for maybe the HoD +55 HP Axe offers only a pretty small advantage that probably by itself is nothing dramatic but with teams of equal footing all the small advantages add up. When I said an item offers an huge advanatge I didnt mean it offers a significant game winning advanatge but that it offers a larger advanatge then some of the other items on the list.

Ultra-rare items aren't being covered in this thread.

Offhands that require Soul Reaping, Energy Storage, and Fast Casting are not available to PvP characters, which is what this whole thread is addressing.
EDIT: Orange beat me to it.

Don't know, if it already has been mentioned .. but what's about all the attribute+1 (20%) wrappings you can use on PvE weapons, but are unavailable for PvP?

I'd rather have a 15^50% than a 14%.
But yes, 15% unconditional weapons are very rare, and very nice.

I really see armor/rune swapping to become more of a major issue in chapter 2 when there are actually some viable alternatives to armor besides +Energy Armor. I fear that the easiest solution to this "problem" would be to lock armor and runes on a Toon when they enter a comabt zone which I think could take away some strategy. (The other solution being having multiple armor and runes sets for PvP chars which could add some extra depth to the game if everyone was able to do it.)
I like armor swapping and I hope it will be possible to do it on PvP chars in the future. I have a PvE Warrior and Monk that I have spent the time to get PvP ready and it was a very time consuming and expensive task. I like what armor and rune swapping ads to the game but it has the potential to be too much of an advantage in the future if only PvE chars do it. Either way it has to be changed for better or worst.
Having only 2 weapons sets on a PvP char is an issue they have to fix and it shouldnt be a problem for Anet to add one or 2 Weapons sets.
I think it has become the PvP standard on casters to have a negative energy set, a Perfectly modded staff(hale/fortitude or hale/enchanting), a 36% recharge set and an -regen energy reserve set. Even if you factor out the negative energy set a pure PvP player will still be short one staff or wand.

PvP-only characters already get perfect versions of them. PvE characters cannot get max damage collector's versions of the wands, although max damage is a moot point.
