"Shutdown" Gale Dom
"Shutdown" is in quotes because they're going to get something off eventually.
Anyway, here's how to play it.
Cast Glyph of Energy, then Gale the target. You now have 2.75s to run up and Blackout the target. As soon as you aren't Blackedout cast Diversion on the target. Diversion should land almost just as they aren't Blackedout. Then wait for Glyph of Energy to recharge and repeat.
Shatter Enchantment is there because it's good. Drain Enchant and Power Drain are for Energy Management.
Edit: This is in HA because if you try it in GvG you'll get killed easily. Positioning isn't much of an issue in HA so you it fits better there. Also works in TA.

Looks pretty solid, just one question; why is it in HA builds?
I assume it's the positioning issue, but just want to clarify.

This works very well in TA too, though I'd Distortion for one of the e-management skills. There's nothing better for single monk shutdown. It might be worth running in GvG, but only on a dedicated split build where you're dealing with single monks and fewer positioning issues. The shutdown is a lot more reliable and unavoidable than what a Surger or even an MoR-Diversion guy can offer.

I like it very much in TA, but is it really that effective in HA, compared to a surger ? it's better shut-down, but you lack damage a lot imo.
What kind of team build would you fit that guy in ?

I have to say that monking against something like this is absolutely horrible unless you have offtarget hex removal. Even then, you can't cast very often.

The original build did have Distortion in place of the Power Drain. It actually fits the build quite well because of the inherit horrible positioning that goes with playing this.

If you hit the full damage from Mind Wrack and Burn everytime it is up, you get roughly 8DPS from those two skills. That of course doesn't take into account the AoE of Surge.
Basically though, Surging isn't about damage, it's about hindering a Monks job. This guy does it better, so I'd rather use him.
