Well anyone that claims he was good because he had UAX would instantly prove otherwise no ? I wouldn't discriminate between someone who worked for UAX over 10 months to someone who bought it, I don't know how well either can play but I know for certain they can roll anything I ask them to. That's all UAX is about.

No, you don't need UAX to play competitively, if you know what skills to unlock. However, does a new player necassarily know what skills do unlock?

I'm not sure how anyone can say the unlock packs are a BAD thing. You may not want to buy them, but now the long awaited option to buy UAS is here.
Does grinding out faction make anyone a better player? No. If anything, a person would be a better player spending that grind time testing out all the skills they now have unlocked instead of farming faction/pve to unlock things.

Mastering more facets of the game makes you better at the game. Massing/hoarding skill points and grinding faction does not make you better.

Hmm...well this is probably a bit late but I still want to say this...
Guild Wars' motto is "Skill Over Time Spent." But guess what? You get skill by spending time. The more you play Guild Wars, the better you're gonna get at it. This means that, contrary to what Anet wanted, someone who just picked up the game has no chance against someone who's been playing for a year. Why? Because the person who's played for a year knows the game better, has played more, and therefore can play better than the new guy. Yes, there are exceptions. How many? Oh, probably less than one hundred out of the 1 million+ accounts.
"Skill Over Time Spent" really isn't the best way to describe what Anet wanted. What they really meant was that someone who just got the game can have the same options as someone who's been playing for a year. The same armor, same weapons, etc. Players don't get "Uber Item of 999 Damage." Anyone can get a 15^50 weapon by making a PvP character. That's what Anet meant. No grinding to get the best stuff; just make a PvP character and off you go.
Oh, and the change to the skill packs seems like it's gonna work better. Even if they're phasing out the one-profession packs, I'm sure PvPers would love to just buy the skills without having to have the game. I do both PvE and PvP extensively, so don't think that I lack insight into the mindsets of both types of players. (Note, that sentence was somewhat poorly-worded, but I couldn't think of any other way to say it.)
So, what I'm trying to say is...
The PvP-ready character was what Anet meant by Skill Over Time Spent. You don't have to spend time getting a 15^50 weapon in PvE, just use it on your PvP character. And since everyone will have equal equipment, the players' skill will decide the outcome. Which is as true as it can possibly get in an online game, as gimmicks and "exploits" will always run amok. These unlock packs will just help to level the playing field more. I have no reason to buy them, but I don't see why others shouldn't, especially with the upcoming change.
Just wanted to clarify...
