If you dont need the UAX pack, dont buy it. I dont see how you would have disadvantage from that if I buy this pack.

On one of the Weapon of Choice shows, Izzy said that ANet intended to help new players catch up to current players in terms of unlocks. The unlock packs allow new players to do exactly that - buy crap from old chapters. My only issue is the price - $40 is pretty high considering you still need to buy the whole chapter too.

I think the pricing would be fine if it didn't require owning the previous chapter.
Let's say I'm a PvP-type person who doesn't play GW right now. I look at Factions since I've heard that the GW PvP is good. If I investigate further, I find that I need to have a bunch of Prophecies skills too to actually be competitive - but now to catch up with the older players I have to pay not only $35-$40 for Prophecies but another $40 for unlocks? Most likely, there goes another potential PvP player.
Now, in a world where there's no skill unlock packs, the same problem applies only instead of +$40, it's +massive amounts of PvE.
Note that this problem's just going to get worse over time as more expansions are released.
Clearly price point and chapter owning are fixable issues so generally the skill packs are a good development and hopefully they'll tweak it.
At the end of the day, having a skill unlock system isn't bad IMHO, as long as you can start out with something that's more-or-less competitive (and you can with the new premades). However, I'd like to see unlocking via Balthazar's Faction be competitive in terms of efficiency vs. PvE, whereas right now it's much quicker to unlock via PvE.

On the contrary, the price isn't that bad. However, the unlock is offered very late after the chapter is released, which means it is geared solely towards people new to the game who wish to be competitive. Which is fine, but the price is too steep for people who are just entering the game. They should be encouraged with lower prices, not be put off with paying almost double.

For people that want to play for PvP let's say it takes 500 hours to get the money and thru the game to unlock all the skills and elites...
That's 500 hours i wanted to PvP instead...
500 x say i make 12 dollars an hour = $6000.00 - $40.00 = $5960.00
I've just spent more money too save a lot more time that could be invested in other things...
...Well then now I'm just gonna take all that time saved from PvE to play PvP instead so I'm not gaining anything... Perhaps... but anyways
my point is ... I think it's fine to do this... If you only have factions... getting the B. faction to unlock all prophecy skills would take forever...

think about players who bought factions, love it, then buy prophecies and are faced with 6 classes of skills to unlock with nightfall 1-2 months away from release with little to no pvp experience

Is this stated somewhere? I thought the whole introduction of this feature was pretty vague, and people are making assumptions about things that aren't actually answered.

I intially thought it was lame as well, but now think its at least 'ok' if not a good thing.
I realized that feeling that other people shouldnt be able to get UAX easily since I worked hard for my UAX through unlocks makes me no better than PvE nubs who think that since they have spent so much time grinding for perfect items they should have an advantage over people who have not put in that time.
So basically this is a good thing that is quite late... but better late then never.

I think I did answer that above, but I buried it in a longer post and it was probably not easy to spot. At this time, you must own Prophecies to get the Prophecies PvP Unlock Packs (which I have started calling PUPs, by the way. ) We will continue to monitor player requests, though, and may offer the PUP to non-Prophecies owners at some point in the future.

The only people who have a need to purchase said pack are those who are new to and want to be involved in competitive GW.
The point is, no sane person would fit into that category. They'd look at the current mess GW is, perhaps by talking to players or by listening to wheat's emo rants on WoC, and realise there isn't any incentive to join GW, especially if it's going to cost almost double.
If you want more competitive players then fix the game first, seriously.
