Fill in "no opposing" with bots?
Sorry if this is an old idea - a seach on the topic turned up zilch.
It seems like the faction with the most players battling for it should have some advantage. Right now, 12 hard core PvP players can push back 100's of players in the opposing faction because they win every match that's played while 90% of the other faction is stuck waiting in no-opposing loops.
What if after 3 no-opposing loops, the human teams were pitted against a challenging trio of bot teams? The game would count toward map movement but have a faction penalty.
This would give players something to do while waiting for a real humans to show up and give the map a nice push against the outnumbered faction (assuming the random human teams could beat the bots more than half the time ).
I imagine that this would cause the map to sway in favor of the bigger faction and stay there until the smaller faction rallied to push back the invaders. If the map really gets stuck against one side or the other, the bot teams could always be tweaked a bit to balance things better.
