In the past when I've joined top 100 guilds I've always been funny in vent. IMO a lot of top guilds like to have a 'mint ice cream eating chearleader.'

Getting into higher levels of GvG is extremely tough. The top 16-40 guild rarely actively recruit as they are more likely to invite a frequent guest/friend. However there are plenty of midranked guilds in the Top 50-100 that look for players to keep up their activity or create a core. This is usually the easiest way to find a guild. However, as Vindexeus said, the application process isn't the most successful. Using this method can take a lot of time and applications before you find a guild that will fit or invite you. The best thing to do is follow up once you've submitted your application. Talk to an officer or the leader and find out about the guild a little.
When you decide to apply and are fairly new to GvG, the most important thing you can do is learn the basics of GvG and the only way to do that is through experience. Start low on the ladder, maybe a r200 guild or midranked 100 guild. These guilds are more likely to get matched up against moderate competitions which will allow for a less steep learning curve. In higher levels of GvG, that one mistake you make during a tryout can end your guest invite immediately. Give yourself time to learn and get a feel for GvG. Once you feel that you are prepared for a bigger challenge, start looking for a higher ranked guild to join, Top 50-100. This will give you a chance against better competition and will allow you to watch yourself on obs mode so you can criticize yourself.
Obs mode is a great way to observe higher level GvG as well as give you a better understanding of the game. However it is a double edged sword in a sense. Many people who observe matches aren't paying attention to the things that might help them become better players. Instead of looking for tactics, positioning, target choices, and reactions; many people are concentrating on builds (both team and indivudual) or are mindlessly watching just to see who wins or loses. Use obs mode as a tool for information. Don't be afraid to PM one of the guilds' players and pick their brain on certain topics. Not all guilds may be friendly so don't except to be greeted with open arms, but in my experience most players don't mind answering a few questions or explaining why they did what they did.
If you are obing a potential guild that you want to join, take note of their build(s), playing style, and/or any other useful information that might prove useful when trying out. That way if you tryout for them you have an understanding of what will be asked of you. Most guilds will just give you a build and ask you if you are comfortable with it. They won't tell you how to play the build necessarily though, so it's important you come into your tryout knowing how to play the build you're asked, but if you really are unsure of something, ask because more often than not, that uncertainty often leads to a huge mistake and the end of your tryout. Remember the higher ranked the guild you are trying out for, the less margin of error you will have during your tryouts and it will be against better competition.

also, make sure that whatever character you'll be using, you equip it properly. if you don't, you'll be shooting yourself in the foot.
i remember my first (and only) time guesting with a good guild, i used a monk with only 464 hp. it did not go well.

I've gone korean on all my characters and run minors only, And have found I love it, especially on my ele flag runner. I find it hard to spec that way on a ranger though, but warriors, flaggers, and monks I feel it is definetly something to contemplate.
However, as far as GVG goes, I feel it is imperitive to have a PVE character you have "pimped out" so to speak. Multiple weapon slots, armor swaps, most importantly headgear swaps are extremely important IMO. I don't know If I went offtopic.
To get back on topic, I think DocHolidae hit the nail on the head.

IRC is a chat program that let's you enter game-related chatrooms. Download the client at http://mirc.com, then connect to irc.gamesurge.net, then join #gwp (/join #gwp). That is the Guild Wars public channel. Sometimes there is discussion about the game in there, sometimes there is not. PuG GvG teams also form in there regularly.
Team-iQ refers to the Idiot Savants' public forums, which is a decent resource, but once again a lot of what you find on these forums. The advantage of it when it comes to getting into higher level GvG is that more mid-level GvG players check it regularly (as opposed to PvE'ers on Guru and TGH), and they have a very good recruitment thread that can be used to find a guild or find members for your guild. They also have the best ladder on the web. If you check it out, you'll see why right away.
