I have always believed that the use of Shock Arrow was the result of some drunken bet before the match. There's really no other explanation.

hmm...i ono...maybe used to put a lil prick on enemy b4 the fight...or maybe do a lil bypass on enemies w/ physical resistance....other than that...im not sure

Korean guilds - EvIL especially - are well known for running wierd stuff. For example Bloodlight has in the past run Bonneti's Defense and Berzerker Stance on warrior. Last of Master has used a touch ranger in GvG, as well as a sword Ranger with dual ripostes, and Iron Palm and Entangling Asp on Warrior. WM used Bull's Charge extensively before it's buff - when some considered it next to unplayable previously. They also ran Shield Bash on a Warrior in the recent GWFC vs iQ as a counter to iQ's 'Linebacker' hammer warrior.
If I had the memory for it I could probably name equally wierd stuff used by Uni, KOR, Arirang and so on...

Since shock is present in the build... I will go for Squids explaination...

Is it on a ganking sin? Cause honestly i could see the use there. Sometimes you'll have a NPC nearly dead but can't go in again and degen stops, and having something like Shock Arrow to throw at it could very well allow you to finish the kill. Just like someone who's escaping low health, 1-2 Shock could finish him.
I won't say i'd pick it on the sin btw, but i just know that from playing ganking sin from time to time i would've been quite happy to have a range spell attack on some occasions.

According to EvIL when asked about it right after the tournament, the answer was that it was put in to help deal with Blinding Flash Elementalists on a split. I can't say I understand that though, Shock is a whole lot more dangerous (speaking as an Ele). I think he threw this at me a couple of times, and it never mattered.

AoD followed by shock is some scary shit. If that blind doesn't go off at the right moment, It's gg without breeze. This is without breeze of course, which doesn't get enough love, in my opinion.

It wasn't a mis-drag from the skill window, was it? I'm definitely giving EvIL the benefit of the doubt here. But I'm as perplexed as anyone else; ~30 damage isn't going to do much, especially if it is dodgable.

At air magic attribute of 0, shock arrow does more damage than lightning strike. It is not until air 5, that lightning strike start doing 2 more damage than shock arrow.
While at air magic of 5, lightning strike may have done more damage (2 more damage), but in the time of 2 lightning strikes, 3 shock arrow can be send.
At 16 air, lightning strike still can't make up the damage difference in a 6 sec trial compare to shock arrow. Basically, if you only have 1 slot for an air offensive spell, and you want some damage (not in spike form), shock arrow is it. While in a 3 sec trial, lightning strike don't even come close at lower level air magic.
I assume he took it as a sin because there aren't anything better to do when sin idle for skill recharge or awaiting for spike (sin is about the only class I know that can simply waste energy on some low cost spamming). Or, he use it first to buffer some damage before the spike with small set of damage healer usually would not bother to care (assuming his spike combo does not complete a 480hp KO, and the healer don't want to overheal and wasting the energy). Shock arrow -> spike -> shock arrow? Of course, this is kind of useless anyway in a bigger fight, so I assume the skill was more for a split/solo case. Shock arrow does create a false security, and that may cost one's life in the face of a sin.
PS: Shock arrow is quite hard to dodge. Just think of dragon arena. There are almost no way to dodge it if the range aren't far, while it is also very difficult to dodge it without a speed buff and/or constantly ready to dodge it.
