Water Magic 12+3+1= 16

20% longer enchantments
-Ether Feast (Self Heal)
-Ice Spear
-Blurred Vision
-Deep Freeze
-Maelstrom
-Optional (I use Shard Storm for additional slowing down of opponents..you can also use Armor of Mist.. which will last for almost the whole 30 seconds of recharge so it can almost be put indefinitely..you can also use Ice Spikes, or you can use Mantra of Resolve if you dont want to get interrupted)
-Elemental Attunement (Elite) (Or you can use water trident to stop casters who are trying to escape Maelstrom)
-Water Attunement
This build is directed towards spell casters.. but you can use this build to Blurr Vision bunched up melee attackers. If caught in Maelstrom after Deep Freeze, casters will immediately run away from the Maelstrom, this is when you get close to them and strike with ice spear. Also, if melee attackers are running towards you, you use Blurred Vision as soon as you can. I tried this build in AB.. and I haven't had many problems. If you are battling an Ele Group in one of the shrines, you should wait for someone else to aggro, then use DF, then use Maelstrom, which will completely destroy them, same goes for Necro shrines. The build might seem uneffective, but I have tried this and it's helpful to not only disrupt opponents, but slow groups of them down (which by the way is super annoying if you have ever been on the receiving end) because of the large AoE damage of Deep Freeze. Post any opinions or any improvements you think might help the build.

I would say drop Ether Feast, pack Aura of Restoration, put 8 points into Illusion instead and get Distortion. As it is, this build is ranger and assassin food. If you want to play more offensively against those two classes, bring Spirit Shackles, which combined with blurred vision should be extremely irritating.
Maelstrom isn't that great for screwing up casters, it's really easy to step out of it, even with deep freeze. It is great for clearing ele/necro shrines, which you don't need DF for because the elementalists will burn out their energy before they scatter, and the necros will have Faintheartedness and Defile Enchantments interrupted which are 90% of their damage. But otherwise, it's kind of crap.
I would say a 20/20 wand and 20/20 focus would be a better idea than a staff, it will help with water's long recharge times. You don't really need an enchant mod for just the attunements, ABs have enough downtime to recast them.

(And actually Riotgear, there are a lot of.. unintelligent people in AB who just focus on killing their foes and are unaware of AoE spells around them.)
"Here’s a build I use for AB and I think it works great if you time your spells and don’t act too harshly. Stay as far away from your foes while being able to cast your spells.

Water Attunement
Try to keep the last three enchantments on at all time. Armor of Mist provides you with +42 armor and helps escaping if you’re caught in the fray or if you need to quickly run for a cap. Blurred Vision helps keep those pesky warriors, assassins or rangers from dishing out damage 50% of the time. Deep Freeze slows down your foes in the AREA (the largest AoE in GW) by 66% while Maelstrom interrupts them from casting most spells leaving them helpless for your team to destroy them. Works best against spellcasters. Maelstrom may cause exhaustion, but the recharge time = the time for exhaustion to disappear. If it recharges twice as fast because of your 20% HSR weapon, you wouldn’t aimlessly cast it without Deep Freeze. Lastly, Ice Spear is used when you're usually going one on one against a foe or when you're trying to dish out the last few damage points while your foe is trapped in your Deep Freeze Maelstrom combo. Try this build out. We need more diversity in the elementalist class! Everyone thinks water elementalists are inferior. =("
