Paragon-Centric TA Build
We finally got around to trying out some new builds lastnight, with the intention of making a Paragon useful. Given their nature of damage mitigation plus decent damage, we weighted the build to be pressure heavy.
The first one we tried ended up coming out like this:

So basically, you've got two warriors dealing a lot of pressure damage, with one of them handing out poison + pressure adren attacks, the other being a fairly standard shock axe warrior. The only difference is in the use of flail; unlike frenzy, with no damage increase you can keep this up pretty regularly. it obviously has it's downsides too, such as cripple being removed or the Paragon being neutralised, but both warriors have cancel stances for it.
The Paragon. Crippling Anthem is quite simply evil and allows the Warriors to make good use of flail, as well as avoid kiting pretty much entirely. The Paragon also spreads bleeding fairly easily with Barbed Spear, and cancel the ever-popular stances with Wild Throw to let the warriors keep up the good work. Aggressive Refrain means your adren builds up pretty fast as well as increasing the pressure damage. Go for the Eyes builds energy and fuels the finale/refrains.
Weaknesses?
The build is not bad versus conditions thanks to Purifying Finale and Mend Condition, but is extremely light on hex removal. CoP is on the monk to stop Mesmer hate, but is probably too weak to really be included. The Paragon could possibly pack some hex removal (inspired hex maybe) by removing Burning Spear. Or the monk could be a B-Light monk, but I don't think they work well enough in TA to warrant a slot over a Boonprot.
Apply Poison on a Warrior is a bit funky. However, he can keep it up essentially permanently, interrupts notwithstanding. This slot may be better served as an Apply Poison Thumper/Ranger, but to be honest I've never found nor seen one I've really liked (suggestions welcome).
The shock warrior is a bit contrary to the build, which is obviously trying to concentrate on crippling a target to keep it still. However, it often came in handy as a 'cover' for when the cripple failed. This could be another good reason for running the second war as a Thumper instead.
All in all it did pretty damn well, although I wouldn't say we came up against a lot of great teams. We did beat down a fair few strong balanced builds though, and there were a few comments about the Paragon being well used and such.

that looks pretty decent.. meleehate will own u tho.. insidous parasite, ss, enfeeble, spoil victor, PoF, SoF, RH, cripple, blind... the list goes on.. most TA teams devote an entire character to meleehate so u gotta put somethin in there for that... yeah

Spiteful Spirit=Death for this build, especially if the necro is smart enough to cover it.
Flail in TA? Silly, 33% movement slow is very bad. ( I can see how you're compensating for it though) I suggest replacing the skill with something like Tiger Stance, or replacing the character with something else, a Ramage Thumper maybe?
Your paragon bar seems solid, though I dislike wild throw.
However I can say this, melee centered builds seem to be dominating Hero Battles these days, so I would take this there and see how you do, youll likely be pleased with the results.
I was recently beat down after 11 consecutive wins by somethin like this, it was a Paragon incredibly similar to that one you have listed, and 3 IWAY Warriors.
