It's sad though, cause it was a very interesting skills and could've made Smite Monks a lot better at monk stuff.
If RoD was something like 2-4s recharge a monk with Smite-DF could still be a somewhat decent healer (not able to replace a prot or heal monk at all, but more helpful to save people).
PnH for elite (to support the other 2 monks too), Zealot's Fire and RoD spam would've been an interesting way to defend your team while pressuring.

Yup, definately. Especially since the damage is ALWAYS triggered, no matter how much damage the attack does. So even a wanding monk would take over 70 damage.

I meant measure up to the build. Kinda worded poorly. Basically, ROF is a bread-and-butter skill which you can drop into almost any monk build, but it's not so badass by itself that your whole build revolves around it, and it's not like ROF's awesomeness limits your choices in monk builds.
