Can someone please explain this Jagged/Hex build?
It look cool to me from what iv seen of it. but i really dont fully understand it. could someone write it out or point me in the right direction?

The basis behind it, is that the jagged necro keeps sacing and bringing back jagged horrors to battery the teams nrg to spam hexes without caring. This allows for hexes like the Scourge twins to be very effective with there low recharge. You get the full amount of SR for each jagged saced, so thats like on average 10 NRG every 5 seconds..... and the jagged never runs out of nrg.

What he said. The Jagged/hax build (you misspelled it in the OP)uses expensive hexes fueled by infinite energy from SR.

Every character in the build just spam skills without caring. The N/Mo spams heal other, jamei's gaze, heal party, and some prots without caring. The hexers spam without any regard to energy. The N/Rt spams rit skills. The jagged bones necro spams jagged bones, death nova, and taste of death.
Basically, diversion is your best friend for shutting this build down. Shut down the jagged bones and blow up the minions and then their whole plan for energy management goes out the window. Suddenly, you are then facing a bunch of necromancers using skills from their secondary less efficiently than they could if they were the primary instead and using overcosted, and in some cases flat out garbage, skills.
The HA "meta" at the moment contains 95-99% builds that spam skills or abuse the stupid ghostly AI:
1. builds that abuse soul reaping to allow their players to be spam happy (jagged bones is only one example)
2. builds that abuse angelic bond, paragon shouts, and energy and adrenaline management through steady stance
3. builds that abuse dumb ghostly AI by dumping multiple copies of sandstorm on him (typically on an altar) while he proceeds to attack through them. Yes, I am convinced that the ghostly does have a death wish.
4. builds that abuse dumb ghostly AI by slapping spoil victor on him as he proceeds to repeatedly attack targets with lower health than himself
It's easy to design a nice balanced build that quickly and easily defeats build number 1 or 2, but then you are setting yourself up for a very long match against the other one in which you will need to play 5-10x times better than the other team to grind out a win.

which characters sac to provide the bodies for the minions? (at the beginning, I understand the jagged, nova, taste of death combo)
It looks like fun, and iv been playing a build like the N/Rt in RA/TA since shortly after NF came out.

It's usualy the Spoil Victor nercomancer(with Infuse Health), who also uses Scourge Healing and Convert Hexes from the Monk line.
Here's a general rundown of what you can expect to see for skills on each charactar:
N/Mo: Heal Other, Jamei's Gaze, Convert Hexes, Shield of Absorption, Healing Hands, Healing Seed, Protective Spirit, Heal Party
N/Rt: Weapon of Warding, Weapon of Remedy, Lively Was Naomei, Spirit Light, Recuperation, Recovery, Spirit Transfer, Mend Body and Soul
R/P: Song of Concentration, Fertile Season, Quickening Zephyr, Oath Shot, Savage Shot, Distracting Shot, Natural Stride, Resurrection Signet
N/E: Ward of Stability, Jagged Bones, Animate Bone Minions, Taste of Death, Death Nova, Rising Bile, Verata's Gaze, Resurrection Signet
N/Mo: Infuse Health, Scourge Healing, Convert Hexes, Unholy Feast, Mark of Subversion, Aegis, Resurrection Signet
N/Me: Web of Disruption, Backfire, Reaper's Mark, Reckless Haste, Faintheartedness, Vocal Minority, Soul Barbs, Resurrection Signet
Basicly, the Spoil sacs with Infuse Health once, Jagged makes Bone Minions, puts Jagged on them, Taste of Deaths them, Spoil sacs again, Jagged repeats. You can even sac more if you want against the Zashien, although there's really not much point because you could probably solo farm the Zashien with a W/Mo... The rest is pretty obvious.
