Does SV dmg all creatures around the hexed foe or just the one because then SV is only good in PvP unlees your wanting to kill one foe or echo it but because its blood it makes bllod to good if it was soulreaping it would make it better beacuse u can max out SR(soul reaping) and then u have to max out another to do more dmg or keep your hp up

Elite Hex Spell. For 29 second, whenever target foe attacks or casts a Spell on a creature with less Health that foe loses 95 Health.
So it only hurts one person, but it hurts them alot, a hell of alot. And look at the skills flexibility
Stick it on a monk, and that monk cant heal anyone with less health than him without taking a huge hit. So its really, really nice pressure in that way
Stick it on a warrior or dervish, and that warrior or dervish cant attack anyone with less health than them without taking a huge hit. So its both really nice defence AND huge pressure in this use
Stick it on an offensive caster for much the same effect as putting it on a melee.
Becasue of the duration/recharge ratio you can maintain it on several people at once assuming good cover hexes. As it is specced into blood you can bet there will be good cover hexes. See the synergy with Life siphon for example.
Putting the skill into soul reaping wont help because necros need quite high soul reaping anyway, and speccing into 14 to get this sort of effect is well worth it, as all that will do is slightly reduce the duration of the cover hexes, which isnt exactly a big problem.
However, as I said earlier, it is a one dimensional skill in that it only really shines in hex heavy builds, and as things stand today there are plenty of counters to this that are very strong in the meta currently like purge signet and divert hexes.

every time you put on a 2 second cast time, you open the window for mesmer fast casting. Necros deserver a skill like this. I luv playing a SV and yes it is very powerful. the test weekend reduced the duration to 20 seconds.
With proper weapon mods you could maintain this on 2 people constant and a 3rd part time. Still applying great amount of pressure yet stripped by 1/3rd its duration it was still a touch imbalanced ran in conjucntion with a team.
I personally feel the skill needs to have the stats 10/1/12 20 sec duration 100dmg @15 and the dmg type converted to cold or dmg. this way it is able to be reduced a bit by armor and/or prot spirit can help control it.
The dmg type will also in turn keep a similar pressure on the healer as they will be forced to maintain prot spirit on the hexed targets or try to out heal its full effects.
the 2second cast will only reduce the dmg of SV to 85 by making the new SV build of choice Me/N.
I just dont want to see this skill destroyed due cry for increased cast time.
alot of powerful skills the necro has are 15e and 2 second cast times.
But a monk has several 1/4-1 second cast time hex removals and they screamed at a 2 second divert hexes.
Anet thankfully brought the skill balancing to the people. Time and time again the necro has taken hits with the nerf bat several of which were excessive. Its time to give the necro something back! It Needs something strong and focused.

The necro has plenty, it doesn't need to have more overpowered stuff.
